Inspired by the United Nations' Voluntary National Reviews (VNRs), subnational authorities are increasingly conducting Voluntary Local Reviews (VLRs) to accelerate Sustainable Development Goal (SDG) implementation. VLRs are powerful tools for fostering SDG localization, demonstrating local commitments, and strengthening multi-stakeholder engagement. The Provincial Government of DKI Jakarta, with support from the Asian Development Bank (ADB) and United Cities and Local Governments Asia-Pacific (UCLG ASPAC), conducted its first VLR in 2021. This inclusive and collaborative review mapped and analyzed SDG progress, policies, and financing, aligning them with national and global agendas. The VLR revealed that before the COVID-19 pandemic, DKI Jakarta showed positive trends in implementing its development plans. By 2019, 37.5% of the province's 253 SDG indicators were achieved, and 26.5% were on track. However, the pandemic severely impacted key sectors, including the economy, health, and education. By 2020, the number of indicators needing special attention rose to 24.5%, while those on track dropped sharply to just 13.4%. This inaugural VLR provides a crucial, holistic snapshot of DKI Jakarta's SDG journey, highlighting both the successes achieved before the pandemic and the significant challenges that have since emerged.

JAKARTA RISE#20 : BOOK 3 : SOCIETY & WORKFORCE

Penulis / penyusun

Tahun publikasi
2025

Jakarta, home to 11 million residents and part of a 34-million-strong Greater Jakarta agglomeration, stands as Indonesia’s economic, cultural, and political hub. Its demographic profile—38% under age 25—offers both opportunities and challenges. While education access has improved, with high school enrollment rising to 72.5% in 2023, unemployment remains high among vocational (9.3%) and university (5.2%) graduates, and informal workers still account for 36% of the labor force. Healthcare indicators show progress, with life expectancy exceeding the national average, though hospital capacity remains below WHO standards. At the same time, rising inequality, with a Gini ratio climbing to 0.42 in 2024, alongside a 1.3 million-unit housing backlog, underscores urgent social inclusion needs. These challenges contribute to Jakarta’s drop in the Global Cities Index (GCI) from #54 in 2015 to #74 in 2024, particularly in Human Capital and Information Exchange. This book explores the third imperative—Empowered Communities & Workforce—detailing strategies in education, workforce readiness, healthcare, gender equality, and housing. Framed within the #RISE roadmap (2025–2045), these programs aim to cultivate inclusive communities and position Jakarta as a preferred global talent hub.

Tahun publikasi
2025

JAKARTA RISE#20: BUKU 3 : MASYARAKAT & TENAGA KERJA

2025

JAKARTA RISE#20 : BOOK 5 ENVIRONMENT & SUSTAINABILITY

Penulis / penyusun
Bappeda Provinsi DKI Jakarta, Kearney
Tahun publikasi
2025

Jakarta, Indonesia’s dynamic metropolis, faces urgent environmental and sustainability challenges as it strives to balance rapid urbanization with ecological resilience. Limited green space only 5.36% compared to the 30% target for 2030 combined with inadequate waste and water management, reliance on fossil fuels, and vulnerability to flooding and sea level rise, threatens the city’s livability and long-term development. While initiatives such as the ban on single-use plastics, rooftop solar programs, and recycling partnerships represent progress, more comprehensive and aggressive strategies are required. Sustainability, as a cornerstone of global cities, not only addresses environmental risks but also enhances social equity, quality of life, and economic competitiveness. For Jakarta, these challenges are further reflected in its declining Global Cities Index ranking, from #54 in 2015 to #74 in 2024, largely due to gaps in human capital, cultural experience, and information exchange. This book highlights strategies to expand green spaces, accelerate clean energy transitions, improve resource management, and strengthen climate resilience. By embedding sustainability into its urban framework, Jakarta can transform these challenges into opportunities, positioning itself as a leading global city by 2045.

JAKARTA RISE#20 :BOOK 1 :VISION & MISSION

Penulis / penyusun

Tahun publikasi
2025

Jakarta has set an ambitious vision to rank among the world’s top 20 global cities by 2045, in line with Visi Indonesia Emas 2045. Guided by its North Star of becoming progressive, just, competitive, and sustainable, this vision reflects Jakarta’s economic, cultural, and geopolitical role while addressing major urban challenges such as congestion, inequality, and overstretched infrastructure. A key transformation lies in shifting from a monocentric to a polycentric urban model, supported by comprehensive master planning. Kearney’s Global Cities Index (GCI) underscores the urgency of this agenda, with Jakarta’s ranking falling from #54 in 2015 to #74 in 2024, largely due to gaps in Human Capital and Information Exchange. To close these gaps and accelerate progress, the city is pursuing eight imperatives ranging from sustainable growth and inclusive economy to innovation, cultural leadership, and adaptive governance implemented through 32 catalyst programs. These initiatives are structured within the #RISE framework, spanning four phases from 2025 to 2045. This book focuses on the first imperative, “Dynamic, Resilient, and Sustainable Urban Growth,” emphasizing strategic pillars and polycentric planning to build a connected, balanced, and globally competitive Jakarta.

2025

For nearly five centuries, Jakarta has stood as Indonesia’s economic hub, contributing significantly to both national and regional growth. With the planned relocation of Indonesia’s capital to Nusantara, Jakarta is reimagining its future by setting a bold vision to be among the world’s top 20 global cities by 2045. Central to this ambition is Kearney’s Global Cities Index (GCI), which measures cities’ ability to attract capital, talent, and ideas across five dimensions: Business Activity, Human Capital, Information Exchange, Cultural Experience, and Political Engagement. Despite its importance in Southeast Asia, Jakarta’s GCI ranking has slipped from #54 in 2015 to #74 in 2024, primarily due to deficits in Human Capital and Information Exchange, underscoring the urgency for strategic reforms. This book focuses on the second imperative of Jakarta’s transformation: building a Diversified, Robust, and Inclusive Economy. It outlines strategies for strengthening advanced industries, transforming coastal and industrial zones, boosting MSMEs and startups, and enhancing Jakarta’s investment climate. By diversifying growth sectors and ensuring inclusivity, Jakarta aims to establish a resilient foundation to elevate its role as a competitive and globally connected economic powerhouse
