Abstract

Jakarta, home to 11 million residents and part of a 34-million-strong Greater Jakarta agglomeration, stands as Indonesia’s economic, cultural, and political hub. Its demographic profile—38% under age 25—offers both opportunities and challenges. While education access has improved, with high school enrollment rising to 72.5% in 2023, unemployment remains high among vocational (9.3%) and university (5.2%) graduates, and informal workers still account for 36% of the labor force. Healthcare indicators show progress, with life expectancy exceeding the national average, though hospital capacity remains below WHO standards. At the same time, rising inequality, with a Gini ratio climbing to 0.42 in 2024, alongside a 1.3 million-unit housing backlog, underscores urgent social inclusion needs. These challenges contribute to Jakarta’s drop in the Global Cities Index (GCI) from #54 in 2015 to #74 in 2024, particularly in Human Capital and Information Exchange. This book explores the third imperative—Empowered Communities & Workforce—detailing strategies in education, workforce readiness, healthcare, gender equality, and housing. Framed within the #RISE roadmap (2025–2045), these programs aim to cultivate inclusive communities and position Jakarta as a preferred global talent hub.
