Abstract
Jakarta has set an ambitious vision to rank among the world’s top 20 global cities by 2045, in line with Visi Indonesia Emas 2045. Guided by its North Star of becoming progressive, just, competitive, and sustainable, this vision reflects Jakarta’s economic, cultural, and geopolitical role while addressing major urban challenges such as congestion, inequality, and overstretched infrastructure. A key transformation lies in shifting from a monocentric to a polycentric urban model, supported by comprehensive master planning.
Kearney’s Global Cities Index (GCI) underscores the urgency of this agenda, with Jakarta’s ranking falling from #54 in 2015 to #74 in 2024, largely due to gaps in Human Capital and Information Exchange. To close these gaps and accelerate progress, the city is pursuing eight imperatives ranging from sustainable growth and inclusive economy to innovation, cultural leadership, and adaptive governance implemented through 32 catalyst programs. These initiatives are structured within the #RISE framework, spanning four phases from 2025 to 2045.
This book focuses on the first imperative, “Dynamic, Resilient, and Sustainable Urban Growth,” emphasizing strategic pillars and polycentric planning to build a connected, balanced, and globally competitive Jakarta.
