Abstract
Jakarta, a metropolitan area with around 30 million residents in the Jabodetabek region, heavily relies on public transportation to support urban mobility. The city operates multiple modes of transit, including Bus Rapid Transit (BRT) managed by PT Transportasi Jakarta (Transjakarta), Mass Rapid Transit (MRT) by PT MRT Jakarta, and Light Rapid Transit (LRT) by LRT Jakarta — all provincially owned corporations. To sustain these services, the Jakarta city government offers financial subsidies under Governor Regulation No. 46 of 2022 as part of its public service obligation (PSO). This policy brief presents interim recommendations to both the Jakarta city government and Transjakarta’s management, backed by statistical analysis of the company’s financial performance from 2015 to 2022 and comparative studies with national transport providers such as KAI, KCI, and Pelni. The recommendations are grouped into four key areas: tariff policy, cost efficiency, subsidy calculation, and service productivity. These recommendations aim to enhance the efficiency and effectiveness of subsidies and improve the management of Transjakarta. However, further in-depth analysis is necessary to refine these proposals and ensure sustainable, high-quality public transport services in Jakarta.
